Irish bishop resigns over child sex abuse

VATICAN CITY (AFP) - – Pope Benedict XVI on Thursday accepted the resignation of Limerick Bishop Donal Murray over Ireland's child sex abuse scandal, the Vatican announced.

Murray was named in a report last month that concluded that top prelates concealed clerical abuse and failed to inform police of offences over a period of more than three decades.

The prelate, speaking shortly after the Vatican announcement, "humbly" apologized for his role in the scandal but said even his resignation "cannot undo the pain" of those who suffered.

Other senior church officials, including four archbishops cited in the report, face growing pressure to resign.

One priest admitted to sexually abusing over 100 children, while another confessed that he had abused children on a fortnightly basis over 25 years.

Murray told his congregation in Limerick, southwest Ireland, that he had asked to quit because he believed his "presence will create difficulties for some of the survivors."

According to a statement released by his office, Murray said: "I know full well that my resignation cannot undo the pain that survivors of abuse have suffered in the past and continue to suffer each day. I humbly apologise once again to all who were abused as little children."

He added: "To all survivors of abuse, I repeat that my primary concern is to assist in every way that I can on their journey towards finding closure and serenity.

"A bishop is meant to be a person who seeks to lead and inspire all the people of the diocese in living as a community united in the truth and love of Christ," he told the congregation.

The pope met last week with Ireland's two most senior Roman Catholic churchmen, primate of all-Ireland Cardinal Sean Brady and Dublin Archbishop Diarmuid Martin.

Vatican spokesman Federico Lombardi said the participants did not discuss whether any of those implicated in the scandal should resign.

But Martin told reporters afterward: "We will need a very significant reorganization of the Church in Ireland."

The pope apologised for the abuse, saying he "shares the outrage, betrayal and shame felt by so many of the faithful in Ireland (over) these heinous crimes".

The Vatican statement last Friday said the Church "will continue to follow this grave matter with the closest attention in order to understand better how these shameful events came to pass and how best to develop effective and secure strategies to prevent any recurrence."

Sex crimes and the Vatican

A secret document, Crimen Sollicitationis, which sets out a procedure for dealing with child sex abuse scandals within the Catholic Church is examined by Panorama.

Crimen Sollicitationis was enforced for 20 years by Cardinal Joseph Ratzinger before he became the Pope.

It instructs bishops on how to deal with allegations of child abuse against priests and has been seen by few outsiders.

Critics say the document has been used to evade prosecution for sex crimes.

Crimen Sollicitationis was written in 1962 in Latin and given to Catholic bishops worldwide who are ordered to keep it locked away in the church safe.

It instructs them how to deal with priests who solicit sex from the confessional. It also deals with "any obscene external act ... with youths of either sex."

It imposes an oath of secrecy on the child victim, the priest dealing with the allegation and any witnesses.
Breaking that oath means excommunication from the Catholic Church.

The Vatican has refused repeated requests from Panorama to respond to any of the cases shown in the film.

Sex abuse rife in other religions, says Vatican


The Vatican has lashed out at criticism over its handling of its paedophilia crisis by saying the Catholic church was "busy cleaning its own house" and that the problems with clerical sex abuse in other churches were as big, if not bigger.


In a defiant and provocative statement, issued following a meeting of the UN human rights council in Geneva, the Holy See said the majority of Catholic clergy who committed such acts were not paedophiles but homosexuals attracted to sex with adolescent males.


The statement, read out by Archbishop Silvano Tomasi, the Vatican's permanent observer to the UN, defended its record by claiming that "available research" showed that only 1.5%-5% of Catholic clergy were involved in child sex abuse.


He also quoted statistics from the Christian Scientist Monitor newspaper to show that most US churches being hit by child sex abuse allegations were Protestant and that sexual abuse within Jewish communities was common.


He added that sexual abuse was far more likely to be committed by family members, babysitters, friends, relatives or neighbours, and male children were quite often guilty of sexual molestation of other children.


The statement said that rather than pedophilia, it would "be more correct" to speak of ephebophilia, a homosexual attraction to adolescent males.


"Of all priests involved in the abuses, 80 to 90% belong to this sexual orientation minority which is sexually engaged with adolescent boys between the ages of 11 and 17."


The statement concluded: "As the Catholic church has been busy cleaning its own house, it would be good if other institutions and authorities, where the major part of abuses are reported, could do the same and inform the media about it."


The Holy See launched its counter–attack after an international representative of the International Humanist and Ethical Union, Keith Porteous Wood, accused it of covering up child abuse and being in breach of several articles under the Convention on the Rights of the Child.


Porteous Wood said the Holy See had not contradicted any of his accusations. "The many thousands of victims of abuse deserve the international community to hold the Vatican to account, something it has been unwilling to do, so far. Both states and children's organisations must unite to pressurise the Vatican to open its files, change its procedures worldwide, and report suspected abusers to civil authorities."


Representatives from other religions were dismayed by the Holy See's attempts to distance itself from controversy by pointing the finger at other faiths.


Rabbi Joseph Potasnik, head of the New York Board of Rabbis, said: "Comparative tragedy is a dangerous path on which to travel. All of us need to look within our own communities. Child abuse is sinful and shameful and we must expel them immediately from our midst."


A spokesman for the US Episcopal Church said measures for the prevention of sexual misconduct and the safeguarding of children had been in place for years.


Of all the world religions, Roman Catholicism has been hardest hit by sex abuse scandals. In the US, churches have paid more than $2bn (£1.25bn) in compensation to victims. In Ireland, reports into clerical sexual abuse have rocked both the Catholic hierarchy and the state.


The Ryan Report, published last May, revealed that beatings and humiliation by nuns and priests were common at institutions that held up to 30,000 children. A nine-year investigation found that Catholic priests and nuns for decades terrorized thousands of boys and girls, while government inspectors failed to stop the abuse.

Carolyn's Story


"He broke my connection to all that is holy."

Carolyn recalls that all she ever wanted in life was to serve in the church. Her pastor's betrayal robbed her of that and stole her spirituality. When her pastor's overtures began, Carolyn was in her early 30s and had been a member of a Lutheran congregation for ten years. Nearing completion of seminary, she was seeking a direction for her life. She was active in her congregation and the minister of youth; she looked to her pastor as her mentor and supervisor.

One Ash Wednesday, Carolyn was in tears, full of doubts about her faith. Her husband suggested that she contact the pastor for guidance. The pastor told her that she was in crisis and offered to rearrange his schedule to provide a counseling session at her home. After the first session, the pastor told Carolyn that he "thinks of her as a man thinks of a woman" and hugged her.

Despite her misgivings about this incident, because of his position in the church Carolyn trusted him and benefitted from the spiritual guidance. As they continued to meet, the pastor told Carolyn that they were "spiritual lovers" and mentioned St. Francis and St. Claire, knowing they were her favorite saints. On another occasion, he kissed her on the lips in his office, but said it was a mistake and would never happen again. He told her he was concerned about her marriage. Carolyn recalls he used a particular Bible story to encourage her to forsake her children and husband and follow him.

One day in counseling he raped her. Afterwards, he said, "I knew you wanted that. We need to keep this secret because it would ruin the church." The pastor told Carolyn that God had put her on earth for him, and used the language of incarnational theology to make this point. He sexualized the liturgy and Bible stories.

"If this was any other man, I would have known it was not right," said Carolyn. "But church is supposed to be a sanctuary. I couldn't make sense of what was happening. He broke my connection to all that is holy."

Carolyn said all she had ever wanted was to serve the church and teach her children to love God, but all that has been taken away from her. She and her family left the church where the abuse occurred, and have tried since to join other congregations but without success. Her children want nothing to do with organized religion and have doubts about God.

"What hurts me the most is that this wasn't just physical rape," she said. "It was spiritual rape."
